The operational charter of the European Trade Union Group

Operational Charter of the European Trade Union Group for the Driving Licence and Road safety (ETUG-DLRS)


Article 1: The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) aims to promote by the means of trade unions the interests of the workers of the public or private sector for driving licence and road safety.

Article 2: The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) is a free and democratic trade union composed of  independent trade unions representing the driving licence and road safety public servants and workers from the private sector.

Article 3: The aims of the European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) are :

  •                 coordinate the affiliated union's activities and promote their common demands regarding  European and International Institutions.

  •                 Encourage the relations and solidarity between all the European trade unions of this sector.

  •                 Co-operate  with the European Public Services Union (EPSU)

Article 4: The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) is composed of driving licence and road safety unions affiliated to the European Trade Union Confederation (ETUC)
The Executive Committee is consulted to determine new membership. In case of dispute, a vote based on a twothirds majority of members present and voting should be held for this new affiliation.

Article 5: The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) will set a governing body named Executive Committee. This Executive Committee is composed by two affiliated delegates per country.
The Executive Committee has single competence to change the operational Charter and its operating rules.
The Executive Committee will meet twice a year to determine the ETUG-DLRS' strategy and to monitor the activity of the past year.

Article 6: The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) elects a General Secretary in charge of coordinating the action of the group and to collect publications (Motions, information, leaflets...) and demands. The General Secretary represents the ETUG-DLRS and speaks on its behalf when meeting the different partners at European level.
The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) elects a Deputy General Secretary.
The European Trade union group for the Driving Licence and Road safety (ETUG-DLRS) elects a Treasurer in charge of determining all financing and operating means.

Article 7:  to be elected, the General Secretary, the Deputy General Secretary and the Treasurer need a 2/3 of members' votes. This election runs for a 2 year term.
Each affiliated country has 1 vote.

Article 8: The General Secretary shall have the task to inform the members of the Executive Committee of any meeting planned with new European organizations and any meeting or audience planned with the European and International institutions.

Article 9: All the decisions, orientations and demands of the ETUG-DLRS become public since they have been confirmed by unanimity.

Article 10:  The ETUG-DLRS sets up its own website with its own  Webmaster. Each affiliate is required  to disseminate any mail, leaflet, motion, press release or decision to the Webmaster with a translation  in both English and French.

Article 11: The current operational Charter has been validated on the 4th of October 2007.
